Since OpenDNS is already allowing their users to Tag Domains. I think it is also a good idea if the domain owner will be notified in case there's malware injection on the website. Something similar to Google SafeBrowsing.

too cumbersome. Rather than notify domain owners, ISP and hosting companies should be notified to prevent outbreaks.
or if they are knowingly doing it (you know they are out there) then they try to bypass our ability to identify it.
If the ISPs did all the protecting us they should, then projects like OpenDNS would not be necessary. They do some, but having the security of OpenDNS subscribing to datafeeds concerning which domains are serving up malware seems like a really good thing. If Norton and Google have declared a domain as a source of malware, it would be nice if OpenDNS did too.

This could be automated by similar methods anti-spam services like SpamCop use. All it would take is to do a WHOIS on the domain and then contact the email address of the owner, along with looking up the IP range in RIPE/ARIN/etc and sending an automated email to the abuse contact for that host.
