Mandatory category means a default blocked category. This category will content sexual, pornogrphy sites. And it will always in blocking status. No one can turn it off. Everybody who try to install OpenDNS on their network want their network to be blocked at something. But almost of them are just want to block sexual sites only. It is a simple demand. And user can change this setting to their personal later.
Generally, OpenDNS will adds IP range for all of the world with Mandatory category. So an user who misses update his/her IP will still be protecte by defauld Mandatory category of OpenDNS. Then if he/she update IP again, he/she will be protected by owned category settings.

Hm... but maybe some people want to use OpenDNS because it is an alternative DNS Server and not because of the blocking?
Maybe provide a third IP adress which is only for that what you suggested?
