If the filtering system is not working in your business, and you find that you are behind a proxy which your ISP has set up in order to cache web pages the solution is to ask your ISP to allow any requests from your IP address to bypass their caching system.
My idea is to have that prominently displayed in help sections etc. It took many days to arrive at that solution and if was prominently displayed instead of the usual "flush local dns and internet caches", it would have saved me a lot of time.
