Add a category for SPAM blogs and other web sites that contain copyrighted content scraped (stolen) from other web sites.
A lot of blogs and web sites contain copyrighted content stolen from other web sites with the sole purpose of serving advertising.
They are violating copyright rights of the author by putting the data on their web sites.
Using a SPAM service like Askismet.com, you could proactively scan popular sources of SPAM blogs like blogspot.com (and other free blog hosts).
Feed the data back to popular search engines so they can decrease the rank of these web sites if their own algorithms determine they are SPAM or violate copyright. It gives the search engines a short list of web sites to evaluate as SPAM or a violation of copyright.

There already is a blog Category and blogspot.com is a service not a SPAM.
